For the most updated construction drawings, please refer to the construction bid package. AC Transit Project Web Page Details In January 2011, AC Transit completed a Service and Reliability Report for Line 51. This report was a data-driven, comprehensive review of the Line 51 performance, and contained recommendations to improve performance. In 2012, the Metropolitan Transportation Commission's (MTC) Transit Sustainability Study states that traffic congestion represents challenging cost factors for transit operators. In response, MTC established the Transit Performance Initiative (TPI) as part of its One Bay Area grant program and allocated $30 million for an initial program to fund capital projects that will have positive impacts on reducing on-street congestion for buses and light rail vehicles. AC Transit submitted an application to receive TPI monies for Line 51 because it represents the second busiest corridor in the AC Transit District, providing almost 18,000 trips per day. As noted in AC Transit's Operations and Reliability Report, Line 51 has had persistent difficulties with not only speed but also reliability.
