Don Owyang has been with APD since 1992. He has worked Patrol, Bike Patrol, Field Training Officer, Special Duty Unit, Property Crimes, Narcotics, Violent Crimes, the Jail/ Property/ID Bureau, and was a past APOA Vice President. He was promoted to Sergeant in 2001, Lieutenant in 2013, and Captain in 2016. He has received two Medal of Merits for saving the lives of two individuals attempting suicide, the SAR Commendation medal for the Iko Homicide, and the American Red Cross Law Enforcement Award. He is also a past Officer of the Year in 2003.
Under the command of Captain Don Owyang, the Police Department’s Bureau of Operations is tasked with providing front-line law enforcement and crime prevention services to the citizens of Alameda. The Police Department’s Patrol, Traffic, and Investigations Units are all contained within the Bureau of Operations, as are the following Specialized Police Department Units.
